I think if I remember correctly Button was instruced by the team to allow webber past after Charlie Whiting had requested that he do so or face a penalty stop or drive through so a penalty was imposed in a round about way.
As for the run off area at Spa it has always been used nespecially in the wet when it is definately faster so the officials must have known that it would be used by the more experienced runners at least yet made no attempt to stop or apply penalties for anyone.
