The 1/2 inch bar is softer. On turn in, the car will feel less "twitchy". However, if you take an already balanced car and put a softer front bar on, you may create a mid-corner oversteer and this could also be interpreted as "twitchy".

The reason I mentioned springs/dampers etc is because a lot will depend on how aggressive those settings are.
