I suppose potentially they could have a really simple basic system that only gives the battery a tiny bit of a charge. They could probably get a lighter smaller system to give the battery a 1/1000th of a charge which they could then still say that it is a kinectic energy recovery system even if it is a really crap one. They would obviously fully charge the battery before it went out on track to enable a single use system.

What seems really silly to me is that they limit the teams to how much extra boost they can use per lap. Surely it's better to let them use as much as they like then that way the kers will be developed and optimised much like the aero design and engine are. As it is they are effectively just carrying around a pointless dead weight.
