That's a nonsense argument and always has been. If the premise of your argument were true sports coaches would not exist. You do not have to have been a participant in high level sport to be able to analyse high level sport.
Of course F1 drivers are making split second decisions. Sometimes they make the wrong decision and sometimes they make the right one. That's natural and nobody is knocking them for it. However, one hopes that from each set of circumstances a driver would learn from the wrong decisions and modify their behaviour and learn from the right decisions and reinforce their behaviour.
