It's worth noting where this leads. In France you have always needed a separate test for over 3.5 tonnes. Thus no 7.5 for hire, which in a big country makes self moving anything legally really expensive.

But everybody hires 3.5 tonne type Luton’s which by the time you put two people in can have less than 500kg left of legal payload.

But of course everybody loads them up regardless, which is fine until you wipe out the metaphorical bus queue and the insurance is refused.
