I think they should increase VAT and reduce income tax.

In 2008 when the VAT rate was at 15% VAT revenue was Ł83 billion. In 2012 the VAT rate was 20% and the estimated revenue is Ł102 billion.

In the same years for income tax 2008 the income was Ł155 billion. In 2012 it is estimated to be Ł154.8 billion.

So what does this tell you? It tells you that it doesn't matter what percentage they put on income tax, they won't get any more money. VAT on the other hand seems like a much better way of collecting tax. Even illegal immigrants can't avoid paying some VAT.
