Master cylinder seals? One problem I have encountered with the OTK self adjusting system is that the master cylider pistons do not fully return in the bore so you will never gain the full stroke.
Dismantle and and check each and clean. You may find that if you remove the pipe from the master and check the piston has fully returned by inserting a small T bar allen key and push to ensure the pistons are fully back. If they do move try refitting and gravity bleed then re try.
