There is nothing sinister about testing fuel - just one of the things that scrutineers will do from time to time. Atol have the equipment to do this and it is part of their contract for supplying control fuel at stars, S1 etc. I believe it is the testing facility that accounts for a chunk of the Ł4.20 a litre we pay.
If your class was allowed to run on pump fuel then I would imagine that the scrutineers just took advantage of Atol being there to do some random testing. From other threads it seems that the equipment is expensive and few clubs are able to do random fuel tests themselves.
