control fuel was introduced but it was enough tenths to make the difference and when we sorted it different people started winning! It was significant enough to introduce control fuel which had unilateral support because of the problem!

You can't put additives aside, that's often how the cheating is done and every additive I'm aware of is nasty, so sorry you can't choose to ignore additives!
