The theory of the double spring is that the natural reasonance of the single spring being around 12000 rpm, ie when a Comer is at or near full revs the spring can go haywire. The second spring is smaller than the main spring and effectively stiffens the main spring when at full throttle/high revs changing the natural reasonance.

Personnally I find our carbs have not worked as well with the double spring.
