The other side to the arrangement is the fact that some people will argue that they are not getting treated equally with others.
"X was called into the office for contact and got a verbal warning, I got called in for the same offence and got 4 points"
Inevitably someone will claim discrimination in some way, whether it be that the driver has run foul of that CoC, or some other reason.
Which is, of course why they introduced the tariff in the first place.
Of course, ultimately, the problem is not one of whether using a points tariff or CoC's discretion is the better way to go, it's for drivers' standards to improve.
