Sounds like you had a good ARKS examiner who's gone the extra mile to advise you on set up so they can judge you on your ability to drive and not your ability to set the kart up. Sadly as itpro says, there are a few who slip through with a pass before they're ready, are a danger to themselves and others with their pace and ultimately who are frightened off the sport as a result. With the effort and diligence the ARKS examiner has gone to with you, then it sounds like you passed on merit. Don't forget you'll be starting your first races from the back of the grid and where you can gain some experience early on and with a little less pressure.
