Your mixture is right - 30ml Shell M per litre of go juice.
Regards leaking around the restrictor - I assume you've hooked up the springs between restrictor and exhaust? Can't say I've seen any leakage around that area. You're more likely to see oil underneath the exhaust by the end cap after a few sessions.
The IAME engine doesn't need any breaking-in. We have two IAMEs, one we babied for the first hour and the other we ragged right out the box. It has made no difference to performance, though the babied motor has seized twice! (Pure coincidence I hope!)
Start with the recommended carb settings of 60 high, 75 low, with a Denso IW27 plug. It should rev-out cleanly to around 13,200rpm on the stand.
