I presume you are using a genuine magnum product complete with white springs??
I always set my engine idle such that the clutches can be heard pinging at around 1700/1800 revs. Possible causes are normally worn shoes and/drum (is the gap between the two should be quite small and even if they are new), contaminate on the shoes and drum (the grease on the needle bearing is excessive and can flow into the drum. I always remove as much as I can when new and apply the thinnest of layers on cleaning) or inferior product (cheap is not cost effective in karting. Stick to recognised brands and complain to the retailer if you have asked for a genuine magnum and they have delivered you some Chinese cr4p).
