For the 19.5cc was your head removed from the engine? .....if so it's a meaningless measurement as the 21.2cc is related to the CIK method, so head installed on the engine, piston at TDC, with the CIK filler tool volume added also....as a guess I reckon there is about 3cc in the CIK filler tool
either way as stated above, the rules state the buck stops with the gauge checks.
I have now measured another 2 engines (warmed up for 10 mins first) and they are already below 21.2cc and the heads are 74mm, so with 0.2mm skim this will remove another 0.7cc.......so now I'm wondering how the 21.2cc figure was generated......hmmm
