No, you are wrong in saying that.
For MSA racing blues have a regulator fitted so that the heaviest driver has the same performance as the lightest driver. If you take the restrictor out, then you have a performance that is almost identical with a Rotax.
There is another option as well, the Blue Maxi engine which is designed for the heaviest heavies at 115 cc. (In the class they too are reguilated and run in the pack.) They aren't slow.
Essentially, the difference in the speed of these karts is down to the tyres and the driver, not the engines. (They have entirely different power curve characteristics for a start)
Either is perfectly good for just 'blasting' at Rye.
