There is a point to the cut and dried nature of the rule.

It isn't uncommon for an incident to take several people off or cause such a blockage that only a very limited number of people get through it.

Identifying who did what to whom is almost impossible. It isn't only the first kart to cause an incident that may be the problem but a kart that hit another kart while trying to avoid the incident and so on.

A full inquiry would never let the restart get done. Hence the option to declare the race on the basis of the last full racing lap, a clear and unarguable position, even though it might reinstate people who have subsequently crashed. Indeed, at a televised event once, the red flag meant thatthe person who was in the lead at that moment was relegated to second place because his hard-won overtake had happened in the abandoned lap.

Of course it isn't 'fair', it's just that some of the alternatives are even less fair.
