I think the word is complacency. It's only 'not broken', depending on your perspective. Both the classes you mention although popular have probably peeked, we don't hear from many of the disallussioned because they just go and do another sport. The karting business always takes the view of looking for new blood, but a downward trend can very quickly become a downward spiral.
I haven't been in the sport long, but in France, for the same reasons, I've seen things go from vibrant and busy paddocks, to tumbleweed towns in the space of only 3 years. 58 entries in total for the season opener in our local club, in 2008 there were over 100.
