I too would look at the siting on the lead, rather than its weight. There are a host of things that it could affect.
Fitting 2.5kg 10cm forward of the 75kg driver Cof G would be the same as moving the seat 3 millimeters, your drivers head alone weighs 14kg and that wanders about by at least 20cms which would have far more effect.
Equally, using a litre of fuel (0.6 kg) from a tank with a centre 40cm in front of the driver would be the same as taking the lead off, so his lap times should slow by 1 second over a race.
it would be like fitting or removing a torsion bar. It might be as simple as the fact that it is putting the floor tray under tension.
If you think it is the balance, take the lead off and but a bit of material 3mm thick behind the driver.
If you think it is the weight, give the driver a pocket full of sand.
If you think it might be the torsion bar effect, clamp a bit of lighter steel bar in place of the lead.
One of the three should work, then you know.
