Well, club special rules are legal. Various clubs have run special rules, such as underwieght drivers for 177 provided they are over a certain age and so on.
Technically it is quite simple.
So the only barrier is your personal objection. Even that isn't a problem for many people. There's lots who have demanded an end to the current domination by 'commercial' classes.
It really isn't much more complex than MBKC deciding which circuit they are using for the meeting month. If there are enough entries to form a separate grid, then run the 'class' rules. If you have two very small grids, then run a Libre grid.
Or, you have the option of a mixed grid with separation, but that seemed to be the OP's objection.
