I think your staring the MSA big picture in the face, the new engine is basically a restricted super-cadet engine, first make everyone switch then declare cadet is now only for 8-10’s and re-launched super cadet as the same engine derestricted but for the 10-12’s on a similar but slightly longer chassis, look at the homologation papers for many cadet chassis and they specify two wheelbases one for use as cadet one for super-cadet.
Basically once on the new engine it’ll be easier for the MSA to sell the principle of super-cadet and there will be almost an enforced take-up if the lower the max age for cadets
