That worked for us in car racing. The cheapest and most competitive engine I ever had was completely free internally beyond some clearly policed limits (bore/stroke, certain balancing regulations) but had a rev limiter imposed. You could spend £000s if you wanted, but as revs were limited to 7.2k there wasn't any advantage to be gained.
Rev limiters were supplied by ballot at the start of a race weekend and could be swapped at any time.
My most expensive and frustratingly uncompetitive engine was running in the "standard" class when everything had to be as per fiche. That takes time, money and skill to extract the last HP
