The wheels are mounted on bosses and are drilled by cnc machines and are accurate, as are steering wheels.
The problem that sometimes manifests itself is the steering column hole(s) can be misaligned usually due to an accident that causes the column to get twisted because the driver is holding the wheel tightly and also bent.
If the column is straightened, the hole alignment remains twisted.
Most drivers much prefer the wheel to be straight when they sit in the seat rather than offset.
The few degrees of offset in the column doesn't cause too much of a problem as you only turn the wheel a small amount when driving.
If it's that far out you should change the column.
