No amount of fiching is going to make the engine stand out (beyond a drivers ability) that will give any one tuner dominance in the market. There would be fashions, a year when one tuner is more highly rated then others but that will change dependent on which driver is winning.
In the end everyone forgets that most of the performance comes from the driver.
Whenever you block talent (be it driver or engine tuner) you take away parity. By allowing tuning to fiche you allow talent to rise up. As long as it is within the fiche and spec you won't need much more then talent.
England generally has a problem with talent, its either put down by the media or blocked through legislation.
