Now this I like a lot!

It doesn't completely eliminate the brake test scenario but it beats the whatnot out of alternative

A little jiggling with the number of lights and associated penalties, (as before the dropping nose only addresses a single use case), along with some latitude as to at what point the contact was made (in the case that someone chopped across your front)

Good work... now all you have to do is work out how it can line the powers that be's pockets for it to be accepted :)
