The rule is written in a lazy manner, leaving it open to interpretation and that always results in one or sometimes both parties feeling aggrieved.
I used to have the same problem with Rotax regulations in which I would get two different interpretations from two different eligibility scrutineers. If they can't decide, how can you?
There was always the good old 'If it doesn't say you can, then you can't' get out of jail free card ( The Joker) that could be played by them when you had them beaten.
Sensibility seems to have dissolved from our society and has been replaced by Shock, Horror!!
A quick example of a recent news item.
A 'Doctor' obtains membership to a gym and the first time she uses her card, it won't let her into the female section. Staff are called and it transpires that the computer system ( Gotta be Windross) assumes all doctors are male and supplies a 'male' pin code. 'She, is 'outraged'. It makes the national news. Outraged? Really? Newsworthy, apparently.
