The reason for being calendar based is to gauanatee that a competitor is bound to the rules for that year.
When you apply for your licence you agree to be bound by the RACMSA rules under a legal contract.
As the rules are amended annually there needs to be a definitive date for any amendments to take effect and these are generally Jan 1st. However the RACMSA do reserve the right to alter the rules during that year and you are also bound by that.
I agree that it would make more sense to have a valid period of 1 year from issue but this may lead to other problems with competitors finding that they are breaking a rule that they are not aware has changed. We know to look in our Blue Book for the altered sections at the start of the year but only get any mid season amendments or tweaks by word of mouth during a season or by being told at scruitineering of a technical update.
