My be obvious but remove the grub screws.

Also check that the grub screw threads have a clean cut in the inside face.

They should be snug but not so tight that you hav eto beat 10 shades out of them - are they all like that or just one? Brake and sprocket carrier will slip on easier due to the pinch natuture of their fittment.
