It's a GPS wrist watch.
It records your GPS position very accurately by using up to 13 satellites compared to the plug in GPS, which has a maximum of 9.
You can then set a GPS position by walking onto the track and fixing the position, so every time you pass it, it records a lap time.
You can either strap it to your wrist or cable tie it to somewhere suitable like the steering wheel.
I use it for driver training and mountain biking. It's also marketed for running, trekking, hand gliding, horse riding, etc, as it has step and stride, altitude, slope, distance and averages count.
I'd still use a mychron 4 as well though because it can't tell you RPM or temperatures.
