If you have to tap the starter then it normally means that the braided wires to the brushes have broken and are now very high resistance , hence no current flow but tapping "makes" the connection momentarily , current flows and the motor spins . When you change the brushes put silicon sealer on the brush braides and let it set , then fit brushes and the "tube " of mastic around the wires greatly increases there life expectancy and stops them breaking as easily .
Dont know why the replacement one was the same but maybe it wasnt a new one and it to was on its last few braides of wire as well .
