You're still trying to put the cart before the horse.
You will not get people coming along to support the place with its current ailments, I would have thought that much was obvious even to a blind man.

There is absolutely no point in trying to relaunch the place again when the only noticable difference from last week, last month, last year is a lick of paint in the caff.
I can put up with the caff looking less than perfect, I'd rather have a decent access road and a paddock that doesn't resemble the Somme on wet days.

Tinkering around the edges comes to mind.
