Not scaremongering, outright commercialism. What better way to sell more helmets than to say they need to be replaced even for minor damage.
What's even more scary is all you intelligent people are taken in by this lie. Years ago Performance Bikes tested various helmets for second impact protection. The conclusion then and I doubt whether it's changed much today, was that only major damage to the shell causes any deteriation in protection.
The irony is, scrutineers can fail minor visible damage, yet repainting that can hide severe but repaired damage is quite legal.
Once again, the rules are written and applied from a business perspective, not for real safety.
