I would tend to agree with Chris (scooby) but a contributory factor could be the fuel pump.
It also sound a bit like the effect of leaving your choke on, even with the kever down I came across a carb whose choke piston was stuck in its slide but looked ok with the lever down, only a closer inspection revealed the choke piston was still raised.
