Disregarding everything that has already been said, most hopping is caused by the driver and often, at the root of it all, is a lack of upper body strength. Watch his hands and you'll probably see a vibration/oscillation of about a hands width where he cannot support the forces through the wheel.

It is also induced by lifting the throttle after the kart is set for the corner, especially in the tighter corners.
