Firstly, steering column's are rarely offset these days, but even if they are, I can't see that it makes a difference. Of course, you couldn't then use the steering column as your reference for the centreline of the kart and would have to take measurements to find it.
Secondly, the method I described is simple but hard to explain. I will try again. Just keep in the back of your mind that we are aiming to set the track rods such that the steering column sweeps them through the same curve.
1) Put the lasers on the kart as you normally would. At the centreline of the kart mount some paper/plastic/something that shows the laser on the other side and can be marked.
2) Turn the wheel to the right until you see the left wheel start to turn the other way. Find the point where the left laser is intersecting the centreline of the kart and mark it.
3) Turn the wheel to the left until you see the right wheel start to turn back the other way. Find the point where the right laser is intersecting the centreline of the kart and mark it.
4) Adjust the track rods until, using the process above, the left and right lasers intersect at the same point on the horizontal plane (if there's a difference in the vertical it indicates that the caster is not equal).
5) At this point, you may have dialed in loads of toe in or loads of toe out. It doesn't matter. In fact, you may find that to get the lasers to interesect at a convenient point you need to dial in a bunch of toe out. All we're aiming for is to get them intersecting at the same point because this then confirms that the column is centred.
6) Now, to centre the steering, all you need to do is return the wheel back to centre until the laser dots hit the same marks on each side.
7) Finally, you need to set your toe to the desired setting. To do this you MUST adjust each track rod EQUALLY. If you don't you'll undo all the work you've just done.
