The only way is to remove chromium plate is electrolytically or mechanically. If you try to dissolve it with acid, the substrate (steel) will disolve preferentially. The best method is as Graeme has previously mentioned: emery cloth and effort! If the build up is very thick, a good file may be quicker to the get through the plate. Just take your time and work from the threaded end inwards and keep checking with a wheel hub/bearing.
