Easykart is a great series and with cadets I believe that all engine work has to be done by ACR so that stops the `selected parts' issue.
If you could get it working at club level that would be even better ...but once you are racing at clubs you have to have spares available especially as the easykart rules allow only one engine registered to one chassis.
Probably the only way to reduce the cost of cadet racing would be to make it club racing only and start national championships at super cadet and above.
