Any club or championship series could have a rule that you can register 1 or 2 chassis and engines for the whole season - maybe with a penalty points system if you want to use more because of damage.

Stoppiong people from spending extra on driver coaches, track test time etc would be far more difficult and even limiting tyres is difficult when they are available from a number of suppliers.

Easykart does go a long way towards what you are suggesting but even there you could still have someone who buys a spare kart (maybe through a friend) and then hires tracks/driver coach etc to gain extra experience.

Even the idea of pooled engines for the main championships has not seemed a popular idea. The MSA did make this possibility a part of the tender process for the new cadet engine but it does not look as if it will be implemented for the 2013 season.
