I don't think anyone is suggesting bodybuilding style exercises using weights etc. Just going karting is going to exercise certain muscles including neck muscles.
Some young drivers wear their helmets while they play F1 etc on their play stations/ x boxes and that can help. I know teenagers who do this but with some weight fixed to their helmet.
A simple exercise used is to lay on a bed/flat surface with the shoulders at the edge so the head is unsupported. Then just hold the head level for 40 seconds and a further 20 seconds with the mouth wide open. I have no idea why having the mouth open helps but that was the way we were told.
For a younger child maybe they start doing it for 20 seconds plus 10 seconds.
