A 100mA RCD does not offer protection against electric shock - you need a 30mA or less.
BS7671 2008 reg 415.1.1 covers the specification permitted for an RCD when used for additional protection, which also states that the device should operate within 40mS when tested at 5X it's operating current. (To limit the duration of shock to 2 sine waves at the supply frequency of 50Hz)
Regarding the earthing, I don't know anything about portable generators, but BS7671 does not allow the use of TNC-S Earthing arrangements in section 708 which relates to camping and similar sites. Personally I'd check with the Genny manufacturers.
