There are fairly painless ways to govern non msa racing.
Weights: prior to rd 1, weigh all drivers no lead or fuel. Add figures up, divide by number of drivers, there's your min weight. If a heavy class is needed, create one.
Tyres: pick a low cost high durability `control tyre
If a driver is running particularly fast due to engine tuning etc, weight penalties may be the answer. Or, if its a class with a fiche, run to the standard setup of the engine as per out of factory spec. You don't neccesarily need to seal engines, if you don't its far easier to open an engine up and check bore etc.
The only negative non msa racing has is that some are scared off by the belief that its open tuning. it doesn't have to be
