You may have read a thread from last months Kimbolton meeting relating to re-starts in the Minimax class and that one heat was scraped due to 1st corner incidents.
I asked why drivers who were involved in an accident resulting in the race being red flagged were allowed to re-start and was told that the officials used their discression, this I agree with in some cases as it gave the drivers who were 'loaded' a second chance at getting it right but when they were involved a second time they should have been thrown out and not the complete grid.
A small percentage of drivers are spoiling racing for the majority and the only way to stop it is to throw them out of the race or meeting.
