With the comer engine the log book just showed date of work done, owner, dealer, dealer signature and seal number. If the engine was found to be illegal at scrutineering then the driver would be penalised in respect of that race. Then up to Zip as the class organiser to decide if any action needed against the engine builder. There were always rumours that seals could be removed/replaced so that any modifications would be put down to whoever sealed the engine. The easy answer to special engines seems to be the honda clubman idea where you can buy someone's engine at a fixed price - but that has not taken over from general honda racing so maybe that is not what most people want?
