I don't quite understand this attitude of "can they just turn up and race on those BUSY meetings" and similar sentiments expressed here and elsewhere. Until the late 90's/early 00's, that's exactly what everybody could do. There was no ARKS; apply for license, go and race. It caused no problems then and would cause no problems now.

The ARKS test is and always was a bad idea.
