Just an observation here but as Alan says there is most likely a problem elsewhere that has caused the holes to wear.
Dont re drill! Is it possible that the wrong key has been fitted? there are peg axle keys available with much smaller peg sizes, the standard peg size is 7.4mm but some have only 5.9mm pegs so could this be your problem.
On the subject of breaking axles, I have yet to attend an event at PFI where I do not see at least 1 axle failure on what appears to be perfectly good un modified axles so dont even think about taking a chance.
