The ideal solution is to use an OTK pedal extension kit or similar as this will bring the whole pedal towards the driver and also raises them higher so their legs don't get hit by the track rods.

You then want to raise the seat up as such a small driver will have a centre of gravity that is too low to get the kart working properly. You'd then be looking at moving the seat forward/backward to get the desired weight distribution (60% rear, 40% front for instance).

Finally, position the steering column at the correct height using one of the many available holes in the bush... and also choosing one of the two holes in the steering boss.

If the driver is that small, don't be surprised if they have to peek around the nassau panel to see the apex. If they have to look around the nassau panel to see anything at all you're probably looking at putting them into a big kart too soon.
