Removing Rear Bumper

Hoping I can get some help with this.

I've seen plenty of posts on how to remove the rubber bungs if they are stuck, but I'm not that far yet.
The bolts on the bumper have allen key heads and loosened but just appear to be spinning and not coming out although the bumper does feel looser (I can wobble it up and down) but the bolts arent coming out.

Are they just really long and need turning for ages or is there something else I need to be doing?
