As long as not a prohibited material (e.g. titanium) there are no constraints on material used for ballast.

My proposed mounting scheme here is on the bumper protruding forwards, not on the front edge of the chassis.

I have measured an 80mm gap between the lower bumper and dront edge of chassis tubing. As long as the rear facing section of the ballast mount is under 40mm there is plenty of clearance for the 40mm forbidden zone.
