It must be a difficult balancing act for the very popular tracks. If you allow everyone who wants to race enter then they get less track time.
If you restrict entry then you have to turn some drivers away - should priority be given to club members rather than visitors?
In the case of PF I believe part of the original planning consent was that it would be a members only club and anyone they turned away would be a member.
You could hand out penalties and keep the meeting flowing if the club could make CoC decision final with no right of appeal and only have full MSA rules for championships.
