Joe....... it simply DOES! It's more important when the carb IS properly adjusted with the largest jet (the main jet) being in FRONT of the Butterfly or being controlled by the needle as in the Rotax carb.
That is not so clear cut in the BT82 becasue the carb (the truly NASTY Walbro) is SUCH a joke that it uses the low jet (behind the butterfly) as the MAIN jet while almost completely closing the REAL MAIN jet!
Having said that, simply TRY it when you are trying to get the fuel 'up' from the fuel tank when your fuel like is almost empy of fuel. The differemnce between no-throttle, full-throttle and Full-Throttle-Plus-Choke is REALY noticable!
